In 1976, the regulation of intervention was laid down in the Federal Nature Conservation Law as a general provision. Moreover, in 1998, it was integrated into the Building Code as a planning instrument. By initiating the regulation of intervention the legislator clearly defined a general area-wide demand of protection and development, and thus, nature conservation was no longer combined with certain reservations and protected areas as was traditionally the case. Unlike other environmental assessments, direct legal consequences ensue from the regulation of intervention, that can result even an obligation to carry out adequate measures of compensation.
