Strategic Environmental Assessment

The strategic environmental assessment (SEA) is laid down in the law on the environmental impact assessment (EIA Law) as is the environmental impact assessment. It is to ensure that environmental impacts are identified as early as during the planning and programming phase thus, at a time of outstanding results. So at an early stage already, the course is set for subsequent permit procedures. The SEA, amongst others, includes the drawing up of an environmental report as well as the participation of the public in the planning procedure. A special feature of the strategic environmental assessment is the necessary monitoring of environmental risks ensuing from the implementation of a plan or a programme.
