A thorough control of costs is given highest priority. All expenditures must be effectively planned, structured and budgeted. This makes it possible for the cost and finance summary to form the central controlling instrument of the development measure. This summary, together with the annual finance plans, must be passed by the Federation and the State of Berlin. This systemisation makes possible not only an extensive summary of the total cost developments but also of individual projects. The progress and financial status of around 470 projects is monitored with help of the cost and finance planning. Up to the end of 2006, some 280 projects had been completed, 105 were being executed and a further 84 were in preparation. From the 580 mill. euros some 300 mill. euros are spent on the costs of the infrastructure - covering roads, bridges, riverbanks, cables and pipes and green areas. In contrast, the proportion that the preparation of these measures cost - for example for drawing up local plans, at around 13 mill euros, represents only some 2.3 percent of the total budget.
The result is that the financial framework for the development measure will not be exceeded. The satisfactory income situation means that the public budget plans will be followed as planned.
